Nowadays, almost 70 years after the scientific, psychological and political studies of development began, development it is not considered just as an economic issue, otherwise it reflects the global concerns about future of people One of the math components when we refers to land occupancy is development, because from it use and occupancy forms depend most of the growth tendencies of surrounding communities, and taking into account our current economic model, it clearly links this expansion with Capitalism. Since 1993, Quito became a Metropolitan District incorporating 33 rural parishes to its jurisdiction and therefore their public policies and land development. Since 1945 and many years afterwards, it was based on the “Jones Odriozola Plan” (FAO, 1998), this research was proposed in order to address the issue of the use and occupancy of rural land in the parish of Tumbaco.
