The invention discloses a reactor and method for preparing synthesis gases through greenhouse gases. The reactor comprises a casing, a plurality of hollow gas inlet metal tubes, a hollow gas outlet metal tube, a gas inlet porous metal plate, a gas outlet porous metal plate and stuffing mediums, wherein one end of the casing is a gas inlet end, the other end of the casing is a gas outlet end,and the gas inlet end and the gas outlet end are respectively sealed by seal covers; the hollow gas inlet metal tubes penetrate through the seal cover of the gas inlet end and are all grounded, and a hollow cavity is a gas inlet passage; the hollow gas outlet metal tube penetrates the seal cover of the gas outlet end, and a hollow cavity is a gas outlet passage; the gas inlet porous metal plate and the gas outlet porous metal plate are located in the casing in the direction from the gas inlet end to the gas outlet end, the gas inlet porous metal plate is connected with a high-voltage power supply, and the gas outlet porous metal plate is grounded; the stuffing mediums are stuffed between the gas inlet porous metal plate and the gas outlet porous metal plate. The device disclosed by the invention effectively combines a multitube plasma torch with stuffing surface discharge, integrates plasma oxidation, filtration and chemical catalysis, makes full use of the advantage and the synergistic effect of each technique, and effectively solves the problems that the transformation efficiency and the energy utilization ratio are low and a catalyst is blocked.
