The thermal desorption device comprises a groove type reflecting mirror and a heat collecting tube, wherein the heat collecting tube consists of an outer bushing, a middle bushing and an inner bushing coated in sequence from outside to inside; the outer bushing is transparent; a vacuum separation layer is arranged between the outer bushing and the middle bushing; a heat exchange area is formed between the middle bushing and the inner bushing, and is externally connected with a circulating pump and an oil furnace through pipelines; and the internal space of the inner bushing is a working area. The thermal desorption repair system comprises a pretreatment device, a feeding device and the thermal desorption device connected in sequence, a dust removing device and a tail gas treatment system. The device and the thermal desorption system are adopted to repair the contaminated soil, so that the energy consumption in the soil thermal desorption process can be prominently reduced, the treatment cost is decreased, and the soil thermal desorption effect is improved.
