An apparatus for generating a plasma having cylindrical symmetry in a working gas environment, comprising: a) first electrode means, wherein the shape of the first electrode means is selected from the group consisting of cylinders, and the conical frustums, wherein the first electrode means having a surface; b) means for generating an unbalanced magnetic field adjacent to said first electrode means, wherein the means for generating providing an excessive Magnetpolstarke a polarity, wherein a first portion of the magnetic field adjacent to the electrode surface forms a magnetic trap and a second part of the magnetic field away from the surface extends; c) means for providing a voltage to the first electrode for cooperating with the magnetic field to form a plasma in the working gas; and d) wherein the means for generating a magnetic field comprise first and second ring magnets having opposite radial polarities, which are arranged coaxially with said first electrode means and axially adjacent to each other, one of said first and second ring magnets has an excessive pole strength relative to the other of the magnets ,
