Wherein said base layer includes a sublayer proxy modules resource (RP), providing each proxy module (RP) a representation of the configuration of at least one network equipment according to an information model defined and being configured to align said representation to at least one network equipment: - carrying out management actions on said network (N); - Receiving in said proxy modules resource (RP) the notifications sent by the at least one network equipment; and - carrying out periodic checks of alignment between the representation of the network equipment and the network equipment.
