Política de inovação em nanotecnologia no Brasil: a trajetória dos instrumentos financeiros não reembolsáveis

2018
Nanotechnology (NT) has been considered one of the most promising emerging technologies. Therefore, the objective of this article is to examine the trajectory and the volume of resources of the innovation policy in NT considering the non-reimbursable financial incentives instruments. In particular, the Economic Subsidy for Innovation (SEI) of FINEP; Non-refundable financing to the ICT-company association (ICT-E), of FINEP; and the CNPQ Program for Training of Human Resources in Strategic Areas (RHAE), aimed at researchers in companies. The research is descriptive and its methodology consisted in mapping the projects approved in the calls directed to the area of NT, as well as the projects involving NT approved in calls nonspecific for this area. From this mapping, the time line of this policy was reconstructed, evidencing mainly the lack of sustainability of the strategy of promotion to nanotechnology in the three programs, marked by discontinuities.
