The present invention efficiently manufactures a winding-wire coil component provided with an outer electrode that is slanted such that the height dimension gradually increases from a side where a flange portion on one side and a flange portion on the other side are mutually opposing, towards the reverse side. An electrode material (electro-conductive paste) (15) is applied to a region (R1) for forming an outer electrode of a flange portion (3a) on one side of a core member (1), after which a rotating jig (31) is brought into contact with the core member (1). Relative to a first holding jig (11), the rotating jig is moved in the direction that traces a surface (11a) of the first holding jig (11). Through a step for rotating the core member, the core member is configured to be capable of being held in a position in which a region (R2) for forming an outer electrode of a flange portion (3b) on the other side of the core member (1) can make contact with the electrode material (electro-conductive paste). The core member (1) is caused to rotate 180o around the axis (2a) of a winding core part (2).
