The invention discloses a bi-planar locating device for a femoral neck hollow rivet implanting operation. The device comprises two sets of vertical and horizontal moving mechanisms, a set of tail end executing mechanism and a fixedly mounting block. The two sets of vertical moving mechanisms are both brackets with sliding plates capable of moving vertically and are connected with each other by a fixedly connecting block so as to realize fixation with an external mounting frame. The two sets of horizontal moving mechanisms are both guide rails with moving drag plates capable of moving horizontally, and are respectively mounted on the sliding plates of the two sets of vertical moving mechanisms. The tail end executing mechanism is mounted on the two moving drag plates of the two horizontal moving mechanisms and comprises a rotary guide platform and a rotary base; the rotary base is cooperatively arranged on the two moving drag plates, supports the left and right ends of the rotary guide platform, and also has sliding fit with guide grooves that are horizontally designed in the front and rear side surfaces of the rotary guide platform. The bi-planar locating device disclosed by the invention has the advantages of realizing horizontal movement, vertical movement, compound motion of horizontal rotation and pitching rotation as well as high location accuracy and stability in motion.
