Organization of Effective Functioning of the Information Subsystem of a Network of Distributed Heterogeneous Information and Computing Resources

As a rule, the management of complex organizational-technical facilities is implemented through the creation of automated control systems, and to ensure continuity and maintain the required level of the quality management system of the automated control system provides information subsystem, which provides officials control and automation systems providing the required item of information services that guarantee make informed correct decisions for the organization management system. At the same time, the functioning of the information subsystem itself as a complex system, including in emergency conditions, provides for its management, for which a dedicated management system is created, which is assigned to solve a number of management tasks, among which the most important is the task of ensuring effective functioning, including on the basis of creating and implementing methods for managing the processes of providing information services. At the same time, the constantly increasing complexity of information subsystems and their functioning processes makes it extremely difficult to organize the management processes of the subsystem itself. Among all the tasks of managing an information subsystem, the task of managing its functioning is the most complex, since it is associated with the need to take into account many factors, characteristics and parameters of complex processes occurring in the subsystem. Therefore, when developing methods of management of functioning of the information subsystem, it is advisable to consider the control problem as a complex, involving the application of complex methods, each of which is used in the control loop of the control system under certain operating conditions and provides either the highest efficiency or efficiency not lower than required
