This paper explores the potential for reducing toxic residues in sewerage sludge of municipalities by introducing a federal effluent charge on indirect dischargers. Taking the present effluent charge on direct discharges as a basis, specific cases of toxic substances examplify the effect a charge on indirect discharging may have. We conclude with a cautious estimate of possible savings for German municipalities, if they dispose a greater fraction of sewerage sludge in agriculture
