The method comprises the steps that a base station feeds back PhyInfo to a mobile communication terminal after receiving HandoverAccess sent from the mobile communication terminal and carries out detection on downlink voice; the PhyInfo is used for replacing replaceable voice frames according to a replaceable voice frame detection result of the downlink voice; and transmission of the PhyInfo is stopped when an SABM frame sent by the mobile communication terminal is received or the number of times of transmitting reaches to the biggest value Ny1. The invention further discloses a base station and a system for the improvement of the voice perceptibility in the handover process in the GSM.
