Objective tendencies in the development of the energy complex; formulation of the question

A hypothesis dealing with the objective tendencies in the development of the USSR energy complex is presented; the tendencies are classified. The nature of these tendencies is clarified and the features of the process of their recognition determined. The basic trends in the further development of objective tendencies and their utilization as a tool for forecasting are formulated.
