The device comprises a wind gathering device assembly, an internal casing, an external casing, blades, a power generator and a power generator output shaft. The device is characterized in that the internal casing and the external casing are respectively integrally connected with the wind gathering device assembly; the wind gathering device is arranged between the internal casing and the external casing; the wind gathering device is formed by an arc surface at one side, an S-shaped deflection surface at the other side and upper and lower planes; the external side opening of the wind gathering device is the wind gathering port, the internal side opening of the wind gathering device is a wind collecting port, and the wind collecting port is positioned at one side in the internal casing; a plurality of blades are arranged in the center of the internal casing and are in arc shape; the power generator output shaft is integrally connected with the blades; the power generator is arranged right below the geometrical center of the wind gathering device assembly; and the top opening in the internal casing is a wind outlet.
