The author of the article has reflected the formed propositions for determining the adequate conceptual foundations of legal regulation of state management of the economy to current conditions (mostly on the example of state control of economic activity). The author has highlighted the global tendency to the convergence of legal regulation of economic activity, including government management of the economy with the assistance of economic and legal means that are based on the consideration of functional activity of the government as services and business entities as the clients that receive them. And this convergence using economic of legal means that are based on the consideration of functional activity of the government as the services and economic entities as the clients who receive them. This tendency implies a change in the direction of legal regulation for the administration of implementing public relations to promote business entities in the implementation of economic activities, the realization of their rights and freedoms. The main directions of development of the legislation regulating the relationship of the state management of the economy, should be the qualities of public services and protection of the rights and freedoms of business entities in this context. It has been noted that the state as a public subject of law, which carries out management based on a holistic economic complex of the country and is responsible for ensuring public economic order in the country, have a duty to perform the functions of planning and forecasting, control and regulation of economic activities at the national, regional and various local levels. In terms of market economy and decentralization of public relations it is appropriate to consider the issue on indicative planning based on the concept of public services.
