The article presents modeling method capabilities to determine the optimal ratio between powers and responsibilities of representatives of state and social components in solving the problem of providing modern education quality at the regional level. The specifics of using instruments of state and public management of education quality in the conditions of the new legislation are revealed. The ways of integrated participation of representatives of state and social components of education management in regional education systems are described.
