The Design of the Improvement on Supervisory Procedure of Commutation and Parole

Because the procedures of commutation and parole is lack of effective supervision and restriction, there has been serious illegal act on it. To solve the problem, it is a good choice of holding a court trial to reinforce the prosecutorial supervision, and to ensure the victim and unadvised criminal's right to join in court investigation and debate.
