A method of manufacturing a plastic resin transfer shaft is provided to increase coupling strength between an outer shaft and an inner shaft by forming a welding groove at the outer shaft and a support part. A method of manufacturing a plastic resin transfer shaft includes a part machining step(S1) of machining an outer shaft formed of a PVC material and having a first coupling groove of a small diameter of 0.5~0.6mm, and machining an inner shaft formed of FRP material and having a second coupling groove, a heating step(S2) of heating the outer shaft formed of a PVC material to couple the outer shaft with the inner shaft, a shaft forming step(S3) of rapidly cooling the outer shaft and the inner shaft to shrink the outer shaft to complete coupling of the outer shaft and the inner shaft, a support part coupling step(S4) of coupling the shaft and a support part by inserting the support part into the second coupling groove, a welding step(S5) of welding the shaft and the support part, and a grinding step(S6) of grinding an outer surface of the shaft.
