RISK ANALYSIS TECHNOLOGY FOR ENHANCING PORT SAFETY POLICIES

This paper briefly reviews the legislation that may affect port safety and future port development. It also looks at the ship types (oceangoing and inland waterway) involved in the transportation of hazardous substances. The port safety implications of the introduction of the IMO MARPOL 73/78 - Annex II for chemical tankers are also briefly reviewed, together with the need for safe chemical waste reception facilities in ports. The application of risk analysis technology to port safety is discussed, including an explanation of the various methods involved. The advantages are described of a rational and logical approach culminating in operational simulations. The quantification of risk using simulation is shown to be a good way of justifying and enhancing port safety policies of the future. The commercial benefits of this approach are also covered.
