The invention discloses a water and oil soluble aryloxy-phenoxy propionate derivative with herbicidal activity and saline compounds of the derivative. The derivative is shown as a general formula (I, II), wherein n is equal to 0, 1, 2, 3, 4, 5...or (CH2), and n represents an alkyl group with branched chains; Y represents Cl-, Br-, F-, I-, AcO-, an acetylsalicylic acidradical, a citric acid radical, a salicylic acid radical, a p-toluenesulfonic acid radical, a hydrogen sulfate radical or other negative ions; R1 represents an alkyl group containing 1-6 carbon atoms, an alkoxy group containing 1-6 carbon atoms, an alkenyl group containing 1-6 carbon atoms, or an aryl group; R2 represents a lkyl group containing 1-6 carbon atoms, an alkoxy group containing 1-6 carbon atoms, an alkenyl group containing 1-6 carbon atoms or an aryl group; or R1 and R2 are selected from the following structures as shown in the specification.
