The method comprises the following steps of: clearing and inspecting, putting into a plate blank heating furnace for heating, taking blanks out of the furnace, and performing primary descaling on steel billets by using high pressure water; rolling the steel billets subjected to primary descaling in a roughing mill, and performing secondary descaling in odd passes; performing finish rolling, wherein the thickness of a finish rolled pipe is 3 to 5 times that of a finished steel plate, and the reduction pass is 1 to 20mm; and performing laminar cooling on the steel plate. The method has the advantages of improving the surface quality of a ship plate, reducing defective products caused by surface roughness, pits, scale marks and the like, and reducing production cost; meanwhile, various properties meet shipping standard requirements.
