Collective Intelligence Formation of Transport Complexes Management Based on the Application of the Theory of Active Systems

The analysis of the problems of transport complexes development in Russia is carried out and a list of interrelated tasks is composed on its basis: development of the research mathematical tools and transport complexes management, study of the systems for intelligent functioning in transport, creation of digital management platforms that realise control based on collective intelligence. Three different forms of realization of the intellectual functioning of complex objects are described: management by means of natural intelligence, transmitted from a human; management by means of intelligence generated by the machine; and management with the help of a specially formed collective intelligence of a group of interacting agents participating in the transportation process. The algorithm has been improved and methods have been developed to reconcile conflicting interests of one and different levels of transport complexes management within the framework of two mutually compatible management paradigms: program management and management that optimizes a certain quality indicator of the production process. A method for coordinating the interests of economic entities of the transport complex for parallel operating channels of transport services has been developed. The method implements the idea of a fair distribution of resources and tasks and is based on the methods of the theory of active systems. The mechanism for assigning the boundaries of the area of coordinated solutions has been clarified taking into account the requirement: ensuring of maximum algorithmic management reliability. Illustrative examples of calculating the parameters of business entities management are given.
