Polarization fluctuations in a dipolar medium in an electrostatic field

The dispersion parameters have been examined for a dipole medium with weak E0 [6] on the basis of the collisionless kinetic equation containing a self-consistent field. However, the tensor for the complex dielectric constant ejk*(m) = gjk'(~) + isjk"(m) was calculated incorrectly in [6], and incorrect results were obtained, where in particular it was concluded that polarization oscillations can build up, which clearly cannot be so in an equilibrium system. Here I consider polarization oscillations in a dipolar gas in an electrostatic field having any strength with or without allowance for collisions.
