In article authors analyzed the condition of the Russian mortgage lending market, allocated the main tendencies characterizing features of mortgage lending in the conditions of financial instability: acceptance of a state program of subsidizing of a rate of mortgage lending; growth of arrears in a segment of mortgage lending; increase in a share of banks with the state participation at the mortgage lending market; regional features of mortgage lending in the conditions of reduction of amounts of works and crediting in construction sector in general. The program for subsidizing of a mortgage rate realized in March, 2015 by the state presented as really working tool on support of the market. Authors noted that acceptance of a state program of subsidizing of a rate of mortgage lending and gradual decrease in key interest rate prevented reduction of mortgage lending in that volume which followed in the conditions of crisis of 2009. The share of the mortgage loans issued according to the program of the state support by the end of 2015 can exceed 50% of total amount of delivery. The agency of mortgage housing lending for decrease in credit risks realizes the program of restructuring of the mortgage housing loans for the borrowers who appeared in a difficult financial situation. Support of borrowers from among social and priority categories of the citizens who appeared in a difficult life situation should be within the program of restructuring. Authorized capital of Agency of mortgage housing lending due to redistribution of means within the FTP «Dwelling» for 2015-2020 increased for implementation of the program. These measures, according to authors, will promote restoration of the market of a mortgage and housing construction
