The esterifying agent is cyanuric chloride, phosphorus oxychloride, phosphorus trichloride or acyl chloride. The preparation method for the phenoxy ester compound in the water phase has a simple the process, short reaction time, high product quality and high yield. In the reaction process, only water is used as a reaction solvent, an organic solvent is not adopted, and solvent recovery and aftertreatment do not need to be performed, thereby, the environment is protected.
