The invention relates to an air-setting and hydraulic Portland cement. The air-setting and hydraulic Portland cement comprises, by weight, 69.9 to 98.4% of cement, 1 to 5% of calcium hydroxide, 0.5 to 4% of bentonite, 0 to 21% of fly ash, 0.03 to 0.07% of hydroxyethyl cellulose ether and 0.005 to 0.015% of an air-entrainer. Wet-mixed mortar prepared by mixing the air-setting and hydraulic Portland cement provided by the invention, machine-made sand, a water reducer, a delayed coagulant and fly ash in a proper ratio with water has the characteristics of coagulation in an air environment and normal coagulation after open time and realizes non-coagulation within open time when not in use and immediate coagulation upon usage; in the open time, the motor has good construction performance, so construction efficiency can be effectively improved, and production cost is substantially reduced; and since few raw materials are used, easy controllability is realized in production.
