The present invention relates to a lip cosmetic composition having a lip color lasting effect and a method for preparing the same and, specifically, to a lip cosmetic composition having a lip color lasting effect and a method for preparing the same, wherein the cosmetic composition contains a lip plumping agent, a skin moisturizing agent, polyvinyl alcohol, a viscosity increasing/reducing agent, and a coloring pigment, and thus the lip is plumped by the lip plumping agent, so that the coloring pigment is easily deposited on the lip. Furthermore, the present invention relates to a lip cosmetic composition having a lip color lasting effect and a method for preparing the same, wherein the cosmetic composition improves the lip color lasting power, and plumps the lip without stimulating the lip, thereby expressing an elastic and lively lip.
