PURPOSE: A heating control system using a hot water distributor with small noise comprising a temperature control valve and a flow rate control valve is provided to enable efficient heating by systematically controlling each valve by integrating a temperature control valve, a flow rate control valve, and a control unit. CONSTITUTION: A heating control system using a hot water distributor with small noise comprising a temperature control valve and a flow rate control valve is manufactured by following steps. A hot water distributor is installed. A temperature controller(200) is installed in each room. A control unit(300) is installed, which is connected to a first driving unit and a second driving unit. A boiler is installed, which is connected to the hot water distributor and heats water. The heating of each room is controlled by operating the first and second driving units by comparing a temperature measured by the control unit with a predetermined temperature.
