Evaluation Index System and Case Study for Smart ATM Based on ASBU

Air Traffic Management Bureau of Civil Aviation Administration of China (ATMB) has steadily promoted capacity building of smart ATM under the guidance of the Action Plan of Four Enhancement of ATM. However, at present, the evaluation method for the effectiveness of capacity building of smart ATM is not systematic, there is also a lack of statistical analysis of capacity building of smart ATM. In 2012, the International Civil Aviation Organization (ICAO) proposed an authoritative and instructive Aviation System Block Upgrade plan, which provides guidance for the capacity building of smart ATM. Therefore, based on the analysis of the threads of capacity improvement proposed in ASBU and the current situation of ATMB, this paper constructs an evaluation index system of capacity building of smart ATM, at the same time, the current situation of ATMB in the implementation of various threads is obtained according to the survey. And the above-mentioned evaluation index system is used to implement a case study for the effectiveness analysis of the capacity building of smart ATM, which verifies the feasibility of the evaluation index system.
