The paper considers the relationship between the size of human capital in regions, migration, investments in human capital and economic growth. According to the gravity model, migration flows are directed to megacities (gravity centers). The authors modify this model by including, firstly, the dynamic function of migration costs growth associated with falling return on human capital due to growing costs associated with living in megacities; secondly,  –  the coefficient of elasticity due to the quality of regional management. The authors test the hypotheses of correlation between investments in fixed assets and regional human capital, the relationship between migration and human capital, migration and available megacities in the region, migration and investment in human capital. The paper estimates income loss associated with the current regional structure of the economy. The authors conclude that regional structural changes in the Russian economy are inevitable.
