The invention relates to a fan monitoring system and provides a power fan monitoring system and method as well as a lottery machine with the power fan monitoring system. The power fan monitoring system comprises a fan revolution speed transducer, a signal receiving port, a monitoring control module and an alarm module which are sequentially connected, wherein the signal receiving port and the monitoring control module are positioned on a mainboard; the fan revolution speed transducer reads a level revolution speed signal output by a fan and transmits to the signal receiving port of the mainboard; the monitoring control module of the mainboard reads the level revolution speed signal from the signal receiving port and judges whether the fan normally works or not according to the level revolution speed signal; and when the revolution speed of the fan can not meet the requirements for heat radiation of a system, the monitoring control module sends an alarm signal to the alarm module to notify users by adopting a voice and display alarm mode. The power fan monitoring system can monitor a power fan, thereby preventing the potential safety hazards, i.e. overheating damage of power units, probably caused once the power fan stops revolving; and in addition, the power fan monitoring system can also monitor a CPU (Central Processing Unit) fan and a system fan.
