Abstract. Food insecurity in the world, especially in developing countries, has ample historical background, today is one of the main challenges of modern society. The problem of this phenomenon have recently added the market volatility, increasing risks on the production, effects of climate change and the persistence of poverty, among other factors, that put this problem in the priorities of the public agenda in the world. This paper examines the evolution of the concept of food security and its connection with the public policies. Thus, it is concluded that food security has distinguished itself as an evolving concept and multicausal, which involved structural and economic factors that determine food insecurity. Recognizing this multicausality is possible that the design, implementation and evaluation of public policies to increase its relevance and effectiveness.
