Finding and Reforming the (In)visible State: Nongovernmental Organizations and the Response to HIV in Ukraine

This chapter explores the implications of tensions between international donor organizations, governmental policy, and NGO service providers’ ideas about who is and should be responsible for HIV prevention and treatment. It draws on interviews with directors and staff and field notes from site visits to NGOs working on HIV prevention and treatment among people who use drugs to explore the ways in which NGOs strategize to reform or align with the state.
