The intention of this guidebook is to educate local and state officials about how decisions regarding policy affect energy consumption, greenhouse gas emissions and air pollution. The guidebook contains two parts. This is part two, which addresses actions that influence vehicle fuel, operations and technology and how they impact transportation emissions. Policies covered include hybrid vehicles, low rolling resistance tires, feebates, biofuels, locomotive technology, driver training, truck stop electrification and vessel electrification. Modes of transportation discussed include highways, public transit, shipping, and railroads.
