Antennaria aromatica

Antennaria aromatica (scented pussytoes) is a North American species of plants in the sunflower family. It is native to the Rocky Mountains of Alberta, Montana, Idaho, and Wyoming. The crushed foliage has a strong scent resembling that of citronella.
