[Using structured decision-making to identify the appropriate type of entity for the centers for disease control and prevention of China].

Objective: To develop evidence-based appropriate type of entity for the Centers for Disease Control and Prevention in order to improve the performance of disease control and prevention system in China. Methods: This study firstly proposed the core functions and essential public health programs for the Centers for Disease Control and Prevention. Using Structured Decision-Making, this study presented three alternative options for type of entity to make essential public health programs succeed, and reviewed the pros and cons of alternative options based on 15 evaluation indicators. Questionnaires were distributed to 47 stakeholders between April 10 and April 20 of 2020. Finally, an appropriate type of entity for the Centers for Disease Control and Prevention was identified by using both qualitative and quantitative methods. Results: A total of 47 stakeholders ranked alternative options. Aggregated scores of each alternative option was computed after weighting each indicators. The results shows that Option 1(professional technical civil service organization)has the highest score (58.22). Conclusion: Professional technical civil service organization is appropriate type of entity for Centers for Disease Control and Prevention.目的：提出基于证据的疾病预防控制中心单位性质改革的决策建议，完善现有疾病预防控制体制。方法：本研究系统梳理疾病预防控制中心应承担的职能，采用结构化决策分析框架，从保障职能实现的角度，提出疾病预防控制中心单位性质改革的3种备选方案及15个评价指标，并梳理其利弊；编制意向收集表，于2020年4月10至20日面向47位专家代表收集信息，通过定性和定量结合的方法，从备选方案中识别最佳决策。结果： 47位专家代表对备选方案进行排序赋分。根据相应权重汇总得分，结果显示方案1（专业技术类公务员性质的机构）得分最高（58.22分）。结论：将疾病预防控制中心改革为专业技术类公务员性质的机构为最佳决策。.

Real-Time Force Tracking Control of an Electro-Hydraulic System Using a Novel Robust Adaptive Sliding Mode Controller

This article focuses on a novel robust adaptive sliding mode control strategy of an electro-hydraulic force loading system with consideration of external disturbances and parameter uncertainties. To obtain the proposed controller, the nonlinear dynamic model of the electro-hydraulic force loading system is firstly provided, where external disturbances and system's uncertain parameters are merged. Then, with consideration of external disturbances and parameter uncertainties, a robust adaptive sliding mode controller for the force control system is proposed and designed according to Lyapunov stability theory. The proposed controller has the merit of suppressing chattering phenomenon in traditional adaptive backstepping controllers when designing sign functions. In order to verify effectiveness and feasibility of the proposed controller, experimental studies are implemented on an electro-hydraulic force loading system by xPC rapid prototyping technology. Experimental results demonstrate that the proposed controller exhibits more excellent performance on force tracking control in comparison of a traditional proportional-integral controller and an adaptive backstepping controller.

Modelling and trajectory tracking control of Elbow Bracing Manipulators for Energy-efficiency

This paper presents the constraint dynamic modelling of a six-link elbow-bracing manipulator. This system is kinematically redundant when it is asked to perform spatial trajectory tracking tasks. Hence the extra degrees of freedom (DOFs) can be used to assign additional motion such as constraint forces control without violating end-effect's functions, which can improve the manipulator's performance such as minimizing energy requirements. Since the control of the constraint forces will not affect the end-effect's position, the hybrid force and position control method is proposed. The control scheme consists of two terms: constraint forces control with the incorporation of proportional (p) controller and trajectory tracking control. In addition, the motion equations of motors are incorporated into the constraint dynamics of the system. So that the energy consumption can be calculated by integrating the product of the voltage and current. This study is based on our previous works, which can achieve the control of three constraint forces. Finally, simulation experiments along with comparative studies of previous works such as: with no constraint force and one constraint force are conducted. The results show that the proposed method achieves prior energy-efficient performance and tracking accuracy.

Sliding-mode control of electro-hydraulic positioning tracking system combining K-observer and nonlinear disturbance observer

High-precision position control of hydraulic systems is of great significance in industrial applications. However, unknown external force disturbance, measurement noise, and other uncertain nonlinearities widely exist in electro-hydraulic servo systems, which severely degrade the system performance. To handle this problem, a sliding-mode controller based on K-observer with nonlinear disturbance observer is proposed for electro-hydraulic position systems in this article. The nonlinear disturbance observer is to estimate and eliminate the time-varying external force disturbance. The sliding-mode controller based on K-observer is to reach low gain observation of states and improve the system performance by reducing the chattering of the sliding-mode algorithm. The proposed controller is proved to be stable by the Lyapunov stability criterion. Comparative experiments support that the controller has high precision and strong robustness.

State recognition based adaptive cutting method for roadheader

To realize the adaptive swing velocity regulation for the roadheader under different coal and rock impedance, this paper proposes the control strategy based on the cutting state recognition. Firstly, based on the experimental platform, the current and acceleration sensor signals of different coal and rock impedances and swing velocities were measured to construct the cutting state dataset. Secondly, the k-means++ algorithm is used to extract the sudden data that can better reflect the working state. The distance evaluation technology (DET) is proposed for sensitive feature selection and KPCA algorithm is utilized for data fusion to obtain two-dimensional feature vector which can benefit to reducing the input dimension of the state classifier. Simultaneously, an improved whale algorithm is introduced to optimize the RBF neural network (RBFNN) for different cutting status recognition. The test results show that the cutting state identification accuracy of designed RBF classifier can reach 98.8%, which owns higher precision compared with other optimization models. Then, to improve the swing velocity tracking dynamics, the backstepping sliding mode cascade controller is designed and the multi-domain co-simulation showed the superiority of fast response and anti-disturbance. Finally, based on the presented adaptive cutting strategy, the actual experiments under mutational coal rock hardness conditions were conducted. The experimental results showed that the roadheader’s swing velocity can be autonomously adjusted within 0.5 s as the external cutting load varies, which demonstrates the effectiveness and feasibility of the method proposed.
