Fundamentally, the notions of Value for Money (VFM) is associated with the concepts of whole life value of service provided for construction projects. VFM is associated in reducing life cycle costs; provide better allocation of risk, faster implementation, improved service quality and generating high revenue of the project outcomes. In achieving VFM of Public Private Partnership (PPP) projects, a mixture of financial and non-financial criteria are prerequisite in the evaluation of PPP bids to ensure the project provide VFM to project stakeholders. PPP bids evaluation had also been subjected to a wide criticism. The debate divulged the lack and unclear process of detailing of how PPP bids evaluation process could provide VFM. Hence, the research aim is to identify important criteria to be integrated in the evaluation of PPP bids for VFM. This research uses a postal questionnaire technique conducted among all PPP stakeholders (public and private se ctors) in Malaysia. Through a descriptive analysis, the results revealed 6 out of 20 criteria as 'very critical' in the evaluation of VFM of PPP bids. These are: optimum whole life cost, innovation, fit for purpose, comprehensive specification, compliance on time, and appropriate risk allocation. Further analysis by means of factor analysis technique revealed four principal components: project operational and social benefit; managerial and financial criteria; and technical and environmental criteria. Hence to incorporate VFM in the proposed of PPP bids, the 4 recommended principal components that embraced both financial and non- financial aspects are inevitable.
In the current state of Private Finance Initiative (PFI) procurement, there are numerous problems and issues stressed out by some scholars. The case is more complicated and critical once the PFI procurement come to Facilities Management (FM) phase. By means of accepting the contribution of Knowledge Sharing (KS) towards organizational performance, a cross sectional study design was conducted. This research aims are to identify the determinant factors towards knowledge sharing in facilities management of private finance initiative procurement. A set of questionnaires was developed based on numerous constructs gained from previous studies. A total of 50 set web-based self-administrative questionnaire were distributed amongst FM and PFI procurement experts. However, only 39 sets were answered and completed. The data then analyses using SPSS Statistics – Version 21. The finding suggested the conceptual framework for this research consists of five determinant factors as independent variables working culture, staff attitude, motivation to share, nature of knowledge to share, and opportunities to share. Meanwhile, knowledge sharing benefits towards performance management as dependent variables.
The delivery process for facilities management (FM) is critical during operational and maintenance stages when it ensures that all facilities are at their best performance in support of organization business operation.Since this stage takes place in a very complex and uncertain environment, an effective approach must be used to ensure successful FM.Most organization know of the importance of knowledge sharing (KS) to organizational performance; thus, the main purpose of this research is to examine the impact of KS determinants on improving performance of FM.The primary method used in this research was a deductive approach that strategically used a questionnaire survey technique to collect data.A set of questionnaires was developed and distributed to targeted respondents who were directly involved in FM operations.The response rate from these surveys was high at 74%.Data were analyzed using structural equation modelling and SmartPLS 3.0 software.Results showed that working culture, staff attitude, motivation to share and opportunities to share had significant impacts on improving performance of FM operations, while the nature of knowledge to share did not significantly impact FM operational performance.Thus, this research proposed a KS model for improving FM operations.
The implementation of Person with Disabilities Act 2008 has become an eye opener towards the provision of disabled facilities in all public buildings especially regarding healthcare accessibility. The aim of this research is to analyse the provision of the disabled facilities provided in a public hospital in Perak, Malaysia. To support the research, it was supporting with two objectives that are to identify the designs and requirements of disabled facilities that need to be fulfilled according to Uniform Building By-Laws (UBBL) and other standard regulations and to identify the level of awareness of public on disabled facilities in the public hospital. For the purpose of the research, the observation method has been done towards three (3) selected hospital in Perak and questionnaire survey have been distributed to 96 respondents among the staff and visitors of the hospitals. All the data collected from the questionnaire survey and the checklist using UBBL standard requirement, then analysed using the SPSS V.21. The outcome of the observation indicates that most of the hospitals were provided with the disabled facilities, but there are still some rooms for improvement regarding specifications and the provision itself. In a nutshell, this research helps the management of the hospital together with the public on the importance of the provision of the disabled facilities in public buildings.
Defectiveness in the tender document is an error happen during the preparation of tender document by quantity surveyor for construction projects. Defectiveness term in this research is referring to imperfection, incomplete or errors. The tender document is actually a document that contains all information about the proposed project and uses to estimate the sum for the project and all the works in the project. However, there also have many problems that pertaining in defectiveness of tender documents such as overrun cost of the building and problem in preparing tender documents such as errors in specifications are design errors, poor coordination between design disciplines, missing information, abbreviation and symbol errors. Therefore, the aim of the research is to recommend a checklist for an inclusive tender document. The objective of this research is to identify the factors causes of defectiveness in the tender document. To achieve the objectives, the data is collected through a questionnaire survey which involved 118 Quantity Surveyor (QS) from consultants and contractor organization at Petaling Jaya. The outcome of the research is expected to guard all quantity surveyor ether in consultant or contractor to produce an inclusive of tender document.
Sustainability is a holistic concept whereby covering broad spectrums of aspect social, economic and environmental principles. Private Finance Initiative (PFI) is a long-term approach providing unique opportunity to grasp the issues of sustainability. However, the current implementation of PFI had mistreated to incorporate comprehensive elements of sustainable green development throughout the projects. Thus, the paper intends to investigate the issues, challenges and best practices which significant lead to sustainability performance in Malaysian PFI projects. Employing a focus group method, a brainstorming workshop was conducted involving seventy practitioners and academicians to gather their perceptions on these issues. Data were analysed using thematic analysis. The findings disclosed several key variables of issues and challenges embracing readiness, awareness, policy and documentation, unclear clauses in the concession agreement and Standard of Procedure (SOP) and lack of short–term financial benefits discourages both clients and contractors from embarking on the quest for sustainability development. It is suggested that successful sustainable PFI projects should integrate government support, technology advancement and incentives to both clients and contractors.
Playing is vital component for development of children in the sense of affective, psychomotor, cognitive, social interaction and creativity. All children including those with disabilities have the rights to experience play for their development. However, children with disabilities often face problems at public playgrounds, entertainment and amusement areas, due to the lack of ample provisions to cater to their special needs. Nowadays, many studies and debates among researchers regarding the importance of the children playground design have been conducted, however, ‘inclusive’ design in the children playground seems to be the exception rather than the rule. Inclusive playgrounds should be designed to provide a safe place where children of all abilities can play together, and are developmentally appropriate for children with and without disabilities. Therefore, this article is aims to describes the challenges faced in implementing Universal Design on children public playground. A scoping review method on the recent literature of inclusive play space and universal design was used to explore, locating, analysing and summarising the research findings on the nominated topic. A limited range of scoping reviews was identified, and a summary of their results were presented in two major themes. Due to limited available literature on the particular topic, the article may not able to provide a high level of rigour as systematic reviews but it generally helps to provide an overview on the research area and provide a timely summary of current evidence that can be used to encourage construction professional practitioner in incorporating Universal Design in children public playground. The outcomes of this paper can serve as a theoretical base for the development of model designed to ensure that above all, children with disabilities would have the right to play in these inclusive playgrounds safely and thus contribute to Malaysia's social sustainability and development.
Globally, Public Private Partnership (PPP) is seen as an effective way to achieve value for money (VFM) in delivering of public projects. Principally, VFM will be determined through the evaluation of financial and non-financial aspects to assess a range of project outcomes. It is usually associated with utilising innovative capabilities and skills, efficiency savings, fitness for purpose and best possible risk transfer to private sector. In order to assess whether a PPP proposed project is the optimal solution, it is necessary to determine whether it provides the best VFM outcome.
