Pandemik COVID-19 mendatangkan kesan langsung kepada jaminan keselamatan makanan di Malaysia menerusi pelbagai cara. Kajian ini dilaksanakan bertujuan untuk menganalisa sejauh manakah implikasi pandemik COVID-19 terhadap keselamatan bekalan makanan dari beberapa aspek utama iaitu gangguan dalam rantai bekalan global dan domestik, peningkatan beban fiskal dan hutang negara, serta penggunaan teknologi dan kepakaran. Kajian dilaksanakan menggunakan data sekunder daripada laporan berautoriti, dokumen kerajaan, surat khabar, webinar, serta data primer daripada perbincangan kumpulan berfokus serta temubual bersama pemain industri dan ahli pakar akademik. Dapatan kajian mendapati pandemik COVID-19 mengesani jaminan keselamatan makanan akibat daripada kenaikan harga mendadak dan gangguan bekalan input pertanian, kenaikan harga komoditi terpilih serta kekurangan atau lambakan bekalan makanan asas di pasaran. Hikmah di sebalik pandemik ini adalah semakin ramai menceburi bidang pertanian, penggunaan teknologi dan digitalisasi yang lebih meluas serta keutamaan perbelanjaan kerajaan untuk meningkatkan produktiviti pertanian tempatan.
Research on community-based organisations' potentials and capacities to mobilise community at grassroots levels are emerging rapidly. Yet, inadequacy in terms of understanding how these grassroots institutions participate within Local Agenda 21 processes persists. Despite the establishment of Local Agenda 21 for sixteen years in Malaysia, research on the development of community leadership and learning in mobilising community remains scarce. This paper thus attempts to assess community leadership and learning through participation in Local Agenda 21 programs. Triangulated data collection methods comprising document analysis, experts' interviews, and case study approach were undertaken to evaluate the development of local sustainable initiatives implemented by two community-based organisations within the platform of community participation facilitated by the City Council of Petaling Jaya. Building on Purdue's leadership and trust framework as well as instrumental and communicative learning concepts, this qualitative study finds that continuous participation resulting from a continuous charismatic leadership has caused the local neighbourhoods to keep learning. This finding suggests that neighbourhoods participating actively in sustainability platform may substantially contribute to social dimensions of neighbourhood liveability, depending on the extent of community leadership and learning.
Existing research on partnerships between local governments and communitybased organizations within Local Agenda 21 processes across the globe have embarked primarily on the advantages of partnership within the philosophical discourse of community participation as well as the barriers of such participation and their effects on intended partnership.Both empirical and qualitative findings which mostly cover the cases from the United Kingdom and European countries revealed the need to explore more in-depth aspects of Local Agenda 21 programme implementation.In Malaysia, the study of Local Agenda 21 programme participation and implementation remains deficient.In an attempt to evaluate the nature of partnership and participation through document analysis and participant observation, this qualitative study reports two major findings; first, there is a need for strong leadership within a community-based organization in order to mobilize its local resources, and second; there must be a willingness by the local government to employ external expertise and work closely with the main stakeholders to keep Local Agenda 21 processes growing and improving.
