The ideology of capitalist technological rationality is the kernel of Marcuse's ideology theory.In his view,technological rationality penetrated into every aspect of social life in the developed capitalist society;moreover,it took on a greater control because of its super-class and non-political veil.Based on an explanation of the ideologicalization of scientific and technological rationality and an analysis offalse needsand additional depression,he revealed the reason why people in the capitalist society were unidimensional. In view of theunidimensional personof technological rationality,Marcuse proposed the idea of transcending the science and technology ideology of the developed capitalist society,namely,realizingthe new socialismviathe overall revolution.

Northern Anhui is an important segment of Anhui.Because of the low starting point of the development,fragile economic base,and a large population,the construction of new rural in Northern Anhui has a very important significance to the whole province and even the country.In the light of the situation of Northern Anhui,this paper mainly explores some major approaches and some problems of the construction of a new socialist countryside in Northern Anhui,and some countermeasures and suggestions to it.
To play the bridge and tie roles of grass-root Party organizations in educating,contacting and serving the mass under the new situation,we need to,first,base upon the enhancement of their abilities to serve the mass,and improve the resource integration ability of grass-root Party organizations; second,establish and perfect the mechanisms for keeping the close contact with the mass to ensure the routine implementation of the Party's mass work; third,innovate in the patterns and methods of mass work to improve the adaptability of the Party's mass work; and fourth,boost the development of grass-root democracy and establish and perfect the mass supervision mechanism for power running.
