Experimental and observational studies have highlighted the importance of agents being conditionally cooperative when facing a social dilemma. We formalize this mechanism in a theoretical model that portrays a small community having joint access to a common pool resource. The diffusion of norms of cooperation takes place via interpersonal relations, while individual agents face the temptation of higher profits by overexploiting the resource. Agents remain conditionally cooperative, unless other individuals are misbehaving already. We can observe a bubble of conditional cooperators slowly building up followed by a sudden burst, which means that a transition from a cooperative social norm to non-cooperation occurs. Interestingly, in some parameter regions alternative stable states and limit cycles arise. The latter implies that the same community goes through such a transition repeatedly over long time spans – history thus repeats itself in the form of the creation and erosion of social capital.
The field of behavioural economics holds several opportunities for integrated fisheries management and conservation and can help researchers and managers alike understand fisher behaviour and decision-making. As the study of the cognitive biases that influence decision-making processes, behavioural economics differentiates itself from the classical field of economics in that it does not assume strictly rational behaviour of its agents, but rather looks for all mechanisms that influence behaviour. This field offers potential applications for fisheries management, for example in relation to behavioural change, but such applications require evidence of these mechanisms applied in a fisheries context. Thus, we have developed a systematic literature review protocol focusing on the primary question: "Which behavioural economics mechanisms influence fisher behaviour?" The aim is to provide a comprehensive overview of these different mechanisms and how they have been applied in the study of fisher behaviour.The review protocol was developed in close collaboration with the International Council for the Exploration of the Sea (ICES) Working Group on Maritime Systems (WGMARS). WGMARS members were therefore considered the key stakeholders for this study, and were consulted to develop a suitable systematic review question and methodology. Three academic databases will be searched using a customized Boolean keyword search string. Research articles deemed eligible for inclusion in the systematic review are those that studied the influence of behavioural-economics mechanisms on the behaviour of marine fishers in any location, and at any scale. Insights from this literature will be collated in order to provide an overview of the relevant behavioural-economics mechanisms and actions, how effective these mechanisms are and at what scale, geographic region and in which fisheries sector they have been applied. Any fisheries management implications identified by the studies under review will also be outlined. Finally, it will be recorded whether or not ethical considerations were made in the reviewed literature, so that in the discussion it will be possible to reflect on the ethics of conducting behavioural-economics research and policy actions in a fisheries context.
Abstract Social-ecological systems dependent on fisheries must be resilient or adapt to remain viable in the face of change. Here, we identified possible interventions (termed “adaptation options”) from published literature, aimed at supporting social or ecological resilience and/or aiding adaptation to changes induced by environmental or social stressors. Our searches centered on nations/regions across North America, Europe, and the South Pacific, encompassing fisheries literature with and without a climate change focus, to compare how, when, and by whom interventions are currently or potentially implemented. We expected that adaptation options within a climate change context would have a greater focus on enhancing social resilience due to a connection with climate change adaptation assessment methodology. Instead, we found a greater focus on ecological resilience, likely indicating a focus on management adaptation. This pattern, along with the more extensive use of social adaptation options responsively and outside the context of climate change, along with an importance in bottom-up influences in implementing them, suggests a general lack of centralized planning and organization with regards to adaptation of stakeholders. Determining how adaptation options are created, chosen, and implemented is a crucial step within or external to ecosystem-based management, especially if planned stakeholder adaption is the goal.
Successful fisheries management relies on compliance. Compliance in turn relies on the perceived legitimacy of the existing rules and regulations, the effectiveness of monitoring and enforcement, and on the positive feedback loop between legitimacy and effectiveness. Against the backdrop of increasing incentives to violate rules and regulations in modern fisheries, there are concerns that traditional control activities relying on physical inspections, are no longer effective in safeguarding sustainability. Modern control activities, which make use of new technologies, such as camera surveillance on vessels, remote monitoring (drones, planes, satellites) and real-time monitoring of catches with automated data recording, may offer a promising alternative to enforcement officers conducting physical inspections. This paper presents evidence from a large-scale survey among Norwegian fishers, investigating (i) attitudes towards traditional and modern control activities, and (ii) how expectations about and experiences of physical inspections affect compliance behavior. We also investigate the role of individual factors on compliance, such as risk aversion, which we measure with an economic experiment. While we cannot document an effect of risk aversion on compliance behavior, we find that having experienced more controls in the past and perceiving the likelihood of future control as higher, significantly reduce rule violations. We also find that survey respondents appreciate traditional enforcement measures, while they have mixed attitudes towards modern control activities.
The content of this Mansholt lecture came about through a wide science-policy consultation process. Existing ‘seeds of innovation’ in the biodiversity climate-food nexus were collected in a WUR-wide dialogue on 10th May 2022, which involved some 150 interdisciplinary experts. These seeds were collated into interventions for nature-positive futures, in an interdisciplinary workshop of WUR colleagues on 13th May 2022. They were further clustered into five entry points for nature-positive changes to the food system. The resulting entry points and interventions were discussed with several EU policy makers in another workshop in Brussels on 30th June 2022. We thank everyone involved in this process for their input
