Gender-Responsive Solutions for Managing Drought in the Hindu Kush Himalaya

The Hindu Kush Himalaya (HKH) is a highly fragile mountain region that is prone to different natural disasters, including drought. Due to low rainfall, rainfall variability, prolonged dry season, and rising temperature, the region experiences frequent droughts, which have devastating impacts on people's livelihood, the environment, and ecosystems. During disasters, the experiences and coping mechanisms of men and women differ owing to their differing social, political, and economic positions. Women often lack decision-making power even though their contribution to resource management has vastly increased due to high male outmigration in the HKH. As a result, women are more vulnerable to the impacts of drought. It is therefore imperative to take gendered vulnerabilities into account while responding to drought events. To build resilience and sustainability in the region, women should be included in the process of developing plans and policies. This chapter presents a general overview of climate change and drought from a gendered perspective in the HKH region. Based on a literature review and the authors' experiences in drought management and gender and social inclusion efforts, the chapter analyzes risks related to drought and their effects on the population of the HKH. It also presents some good practices in gender-responsive drought preparedness and drought risk reduction in the HKH, along with a few suggestions on scaling them up.

Integrating Modelling and Expert Knowledge for Evaluating Current and Future Scenario of Large Cardamom Crop in Eastern Nepal

Large Cardamom (Amomum subulatum Roxb.) is one of the most valuable cash crop of the Himalayan mountain region including Nepal, India, and Bhutan. Nepal is the world’s largest producer of the crop while the Taplejung district contributes a 30%–40% share in Nepal’s total production. Large cardamom is an herbaceous perennial crop usually grown under the shade of the Uttis tree in very specialized bioclimatic conditions. In recent years, a decline in cardamom production has been observed which is being attributed to climate-related indicators. To understand the current dynamics of this under-canopy herbaceous crop distribution and its future potential under climate change, a combination of modelling, remote sensing, and expert knowledge is applied for the assessment. The results suggest that currently, Uttis tree cover is 10,735 ha in the district, while 50% (5198 ha) of this cover has a large cardamom crop underneath. When existing cultivation is compared with modelled suitable areas, it is observed that the cultivatable area has not yet reached its full potential. In a future climate scenario, the current habitat will be negatively affected, where mid elevations will remain stable while lower and higher elevation will become infeasible for the crop. Future changes are closely related to temperature and precipitation which are steadily changing in Nepal over time.

Spring Revival in the Mid-Hills of the Himalaya: A Socioeconomic Assessment Using Benefit–Cost Analysis

Natural springs are the main water source for more than 100 million people living in the Hindu Kush Himalaya. In Nepal, 10 million people in the mid-hills and mountains depend on them. These sources are under stress due to factors such as climate change, infrastructural development, and socioeconomic changes. To combat this trend, spring revival activities have been carried out across the Hindu Kush Himalaya in the last few years. Considering 2 study sites in Nepal, this work attempts the first benefit–cost analysis for spring revival in rural settings. First, using literature and community consultations, a cause–effect map was drafted. Second, the benefits and costs were estimated quantitatively using 4 scenarios: 2 based on the study sites and 2 on more generic situations. Positive (.1) benefit–cost ratios were found in 3 scenarios, showing that spring revival has potential but local conditions (households served, presence of other water sources, usage) are important factors to be considered.
