The Air we Breathe: Estimates of Air Pollution Extended Genuine Savings for Europe

This paper constructs measures of Genuine Savings (GS), the leading economic indicator of sustainable development, for 28 European economies from 1990 to 2016. The World Bank publishes GS estimates for most countries in the world. The World Bank’s estimates are extended to include local air pollutants (sulfur dioxide, non‐metallic volatile organic compounds, nitrogen oxides and ammonia), on a country‐specific basis. The extended pollution damages have a sizeable impact, even for highly developed economies. As many as 11 member states signaled persistent unsustainable development compared with just two in the equivalent World Bank dataset. Overall, it appears economies with higher levels of per capita national income and those more open to trade tend to hold higher savings rates. Findings of negative savings, an indicator of unsustainable development, were concentrated in the former communist regimes of Eastern Europe.

Unemployment durations and local labour market conditions

Unemployment durations vary across local authority districts in the UK. We explore the extent to which this variation is explained by differences in local labour demand as opposed to composition, business cycle and regional effects. We use seventeen waves of the British Household Panel Survey to identify the determinants of the duration of unemployment spells. Once we adjust for individual-level, business cycle and regional controls, we do not find evidence that living in a local authority district with relatively high unemployment is associated with longer spells of unemployment. This indicates that differences in labour demand operate at larger geographic scales, such as between large regions. Our findings have implications for the design of policies to help high unemployment districts.

Birds of a Feather - Better Together? Exploring the Optimal Spatial Distribution of Ethnic Inventors

We examine how the spatial and social proximity of inventors affects knowledge flows, focusing especially on how the two forms of proximity interact. We develop a knowledge flow production function (KFPF) as a flexible tool for modeling access to knowledge and show that the optimal spatial concentration of socially proximate inventors in a city or nation depends on whether spatial and social proximity are complements or substitutes in facilitating knowledge flows. We employ patent citation data, using same-MSA and co-ethnicity as proxies for spatial and social proximity, respectively, to estimate the key KFPF parameters. Although co-location and co-ethnicity both predict knowledge flows, the marginal benefit of co-location is significantly less for co-ethnic inventors. These results imply that dispersion of socially proximate individuals is optimal from the perspectives of the city and the economy. In contrast, for socially proximate individuals themselves, spatial concentration is preferred - and the only stable equilibrium.

4 out of every 5 children in the world (80%) today live in less developed countries where food housing education and health services are at minimal levels. By the year 2000 it is projected that children under age 15 will total 1.9 billion 500 million more than in 1975. Decisions made today and in the next few years will play an important role in minimizing or alleviating the social ills that deprive todays children of happiness security and general well-being. It is imperative to develop specific and immediate set of goals which would reduce general malnutrition infant mortality and high fertility rates in developing areas. Recommended measures include food supplement programs immunization of all children for protection against common childhood diseases and provision of adequate housing facilities of clean and convenient water supply; and of sanitation facilities. 1979 is the International Year of the Child a time for focusing commitment and immediate positive action on the problems affecting all the children in the world.
