What are the factors that determine the attitude of the Spanish authorities towards the debate on the future of the European Union? What type of EU would the Aznar government like to see emerging from the European Convention some time in 2003 and from the subsequent Intergovernmental Conference a year later? Surprisingly, these questions are rarely addressed in the public domain, which may explain why they are not easily answered.

espanolEste capitulo pretende ofrecer una interpretacion coherente de los cambios producidos en la politica exterior y de seguridad de EE.UU. bajo la presidencia de Barack Obama. Para ello, presentamos en primer lugar un breve analisis de los factores biograficos que hayan podido contribuir a moldear lo que los estudiosos del Foreign Policy Analysis denominan el «codigo operativo» del presidente. A continuacion realizamos un analisis pormenorizado de la Estrategia de Seguridad Nacional de 2010, tanto para ayudarnos a comprender la weltanschauung (vision del mundo) de Obama cuando llego a la presidencia como por su posible valor predictivo. En el cuerpo central del articulo se analizan los principales aspectos de la politica exterior y de seguridad de la actual Administracion norteamericana, procurando entrelazar sus aspectos mas definitorios. Por ultimo, el texto cierra con un apartado en el que se plantea la existencia y naturaleza de una posible «doctrina Obama», y concluye con algunas reflexiones sobre la posible continuidad de la politica exterior y de seguridad de Obama una vez finalizado su segundo mandato, en enero de 2017. EnglishThis chapter aims to provide a coherent interpretation of changes in foreign policy and security of the United States under the Presidency of Barack Obama. First, we present a brief analysis of the biographical factors that may have contributed to shape what scholars of Foreign Policy Analysis called «code» of the President. Then we conduct a detailed analysis of the National Security Strategy 2010, both to help us understand the weltanschauung (world view) of Obama when he came to the Presidency for its possible predictive value. The main body of the article examines the main aspects of foreign policy and security of the current American administration, trying to weave their most defining aspects. Finally, the text closes with a section in which arises the existence and nature of a possible «Obama doctrine», and concludes with some reflections on the possible continuity of foreign policy and security of Obama once finished his second term in January of 2017.
