This study was commissioned by the Northeast Region of the U.S. Fish and Wildlife Service (USFWS) in support of the Comprehensive Conservation Planning at Prime Hook National Wildlife Refuge (Prime Hook NWR or Refuge). The National Wildlife Refuge Improvement Act of 1997 (Public Law 105-57, USC668dd) mandates a Comprehensive Conservation Plan (CCP) for every refuge in the system. A refuge CCP outlines goals, objectives, and management strategies for all refuge programs over the next 15 years, while providing opportunities for compatible, wildlifedependent public uses. The plan evaluates refuge wildlife, habitat, land protection, and visitor service priorities during the planning process. The National Environmental Policy Act (NEPA; Public Law 91-190:852-859.42, U.S.C. and as Amended (P.L. 94-52 and P.L. 94-83) 42 U.S.C. 4321-4347) mandates that the CCP for each refuge must contain an analysis of social and economic conditions (the affected environment) and evaluate social and economic results from likely management scenarios. In addition, public review and comment on alternatives for future management is required. To that end, this research was conducted by the Policy Analysis and Science Assistance Branch (PASA) of the U.S. Geological Survey/Fort Collins Science Center in order to determine how current and proposed CCP planning strategies for Prime Hook NWR could affect: Visitor use Visitor experiences Visitor spending Community residents’ perceptions and opinions Data for this study were collected using a survey administered to visitors to Prime Hook NWR and individuals living in the communities surrounding the Refuge. Surveys were randomly distributed to both consumptive and nonconsumptive use visitors over a one year period (September 2004 to September 2005) to account for seasonal variation in Refuge use. Three hundred thirty-two visitor surveys were returned for a response rate of 80 percent with a confidence interval of ± 5.4. Surveys were also distributed to a stratified random sample of community members in adjacent and surrounding areas (Slaughter Beach, Broadkill Beach, Prime Hook Beach, Milton, Lewes, Milford, and surrounding communities). Four hundred ninety-one surveys from the overall community sample were returned for a response rate of 39 percent with a ± 4.4 confidence interval. Community member results were weighted by U.S. Census Bureau data to correct for age and gender bias, and for community proportionality.
In the fall of 2000, researchers from the Policy Analysis and Science Assistance Program (PASA) of the Fort Collins Science Center (FORT) in the U.S. Geological Survey (USGS) met with the staff of the Cabeza Prieta National Wildlife Refuge (CPNWR) to discuss the issues related to social, economic, and human dimensions of natural resource management as it related to the Comprehensive Conservation Plan (CCP) planning process. As a result of the meeting a research study was designed to better understand how visitors are affected by environmental management decisions and provide information to assist the refuge managers in making decisions regarding public use and recreational management related to the goals of the proposed CCP. More specifically, information was collected to document the type and frequency of visitor use; assess the importance of recreational activities; and to determine visitor attitudes about recreation management decisions within the refuge. To this end, we designed a study to assess the effects of the no-action and alternative management plans for the Refuge visitors’ perceptions and likely visitation patterns. In fall of 2002 a questionnaire was developed in collaboration with the U.S. Fish and Wildlife Service (FWS) and the CCP planning team and mailed to 1090 people who visited the refuge between June 2001 and June 2002. We used standard research methods in designing and administering the questionnaire. Six hundred and eightyfive (685) completed questionnaires (74%) were considered usable. We developed the questionnaire (OMB Control Number 1040-00) to answer the following questions: What are the important differences in visitors’ attitudes and perception regarding recreation and visitor use at CPNWR? What are the factors that explain the differences in visitor attitudes and perception regarding recreation and visitor use at CPNWR? What are the regional economic impacts of visitor spending? In general the respondents indicated support for current management practices of CPNWR. We found that people came to the Refuge to experience a connection with the resource and the environment. More than half of the respondents said that viewing the desert scenery, seeking wilderness solitude and viewing wildlife were the most important reasons for making the visit to the refuge.
To develop a clearer picture of the nature, extent and quality of management support available for conducting research within the FWS, we completed investigations to identify organizational units within the U.S. Fish and Wildlife Service (FWS) that conduct research as a significant portion of their mission; identify positions in the FWS that include, in whole or in part, a component of scientific research; and assess the attitudes of employees and managers about the obstacles and opportunities for scientific research existing within the FWS.
Prior to implementing laws and policies regulating water, wildlife, wetlands, endangered species, and recreation, natural resource managers often solicit public input. Concomitantly, managers are continually seeking more effective ways to involve stakeholders. In the autumn of 1999, the Wyoming Game and Fish Department sought to develop a state management plan for its portion of the Yellowstone grizzly bear (Ursus arctos horribilis) population if it was removed from the federal threatened species list. A key aspect of developing this plan was the involvement of federal, state, and local agencies, representatives from nongovernmental organizations, and citizens. Wyoming wildlife managers asked researchers from the United States Geological Survey to demonstrate how the Legal-Institutional Analysis Model could be used to initiate this process. To address these needs, we conducted similar workshops for a group of state and federal managers or staffers and a broad group of stakeholders. Although we found similarities among the workshop groups, we also recorded differences in perspective between stakeholder groups. The managers group acknowledged the importance of varied stakeholders but viewed the grizzly bear planning process as one centered on state interests, influenced by state policies, and amenable to negotiation. The other workshops identified many stakeholders and viewed the decision process as diffuse, with many opportunities for entry into the process. These latter groups were less certain about the chance for a successful negotiation. We concluded that if these assumptions and differences were not reconciled, the public involvement effort was not likely to succeed.
This report and its associated appendixes compile and synthesize the results of a comprehensive literature and Internet search conducted in May 2006. The literature search was undertaken to uncover information regarding the effects of off-highway vehicle (OHV) use on land health, or "natural resource attributes," and included databases archiving information from before OHVs came into existence to May 2006. Information pertaining to socioeconomic implications of OHV activities is included as well. The literature and Internet searches yielded approximately 700 peer-reviewed papers, magazine articles, agency and non-governmental reports, and internet websites regarding effects of OHV use as they relate to the Bureau of Land Management's (BLM) standards of land health. Discussions regarding OHV effects are followed by brief syntheses of potential indicators of OHV effects, as well as OHV-effects mitigation, site-restoration techniques, and research needs.
The U.S. Fish and Wildlife Service (FWS) is responsible for managing the Nation’s fish and wildlife resources so that these trust resources are preserved for the present and future use and enjoyment of the citizens of the United States. The FWS achieves this mission by managing many programs. These include the national system of refuges and fish hatcheries, Fish and Wildlife Management Assistance Offices, migratory birds program, law enforcement, and working with tribal, state, and other Federal agencies to ensure protection of threatened and endangered species. Another role of the FWS is consulting with tribal, state, and other Federal agencies and private sector interests on the best conservation management practices consistent with Federal law. Each of these activities requires a workforce that is recognized for its professionalism, dedication to public service, and command of expert knowledge. Recognition for expert knowledge in fish and wildlife conservation is demonstrated, in part, when FWS personnel direct, conduct, or report research that is well-designed to answer questions of importance for natural resource management. The data reported in this document are one part of a three-part study of the status of organizational support for research in FWS, which was commissioned by the Directorate of the FWS. Funding for this study was provided by the FWS, and the Science Support Program of the U.S. Geological Survey (USGS). In 1994, the biological research functions of the FWS were transferred to the National Biological Survey, and subsequently into the USGS. This transfer was principally accomplished by moving whole research units from one agency to another. The result was that some employees whose positions were involved with research were not transferred. In addition, some research, information, and management needs of the FWS have continued to be met by studies conducted within the FWS itself. Although the FWS relies on the USGS and others for most basic research investigations, the FWS also conducts its own studies to meet management needs. Because it is vital for FWS employees to be able to conduct such tactical and applied research tasks in a timely manner, the agency must promote the culture necessary to support and encourage these activities. Such research activities are spread widely across the various programs of the FWS, and there is presently no collective, formal, or systematic record of planned or existing research activities. In commissioning this organizational assessment research, the Directorate of the FWS recognized that it would be to the advantage of the agency to more fully understand its research capacity. To develop a clearer picture of the nature, extent, quality, and degree of administrative support available for conducting research within the FWS, investigations have been undertaken to: 1. identify positions in the FWS that may include, in whole or in part, a component of scientific research; 2. identify organizational units within the FWS that may conduct research as a significant portion of their mission; and 3. assess the attitudes of employees and managers about the obstacles and opportunities for scientific research existing within the FWS by using a scaled-response survey instrument. The findings presented in this report represent the basic results derived from the attitude assessment survey conducted in the last quarter of 2004. The findings set forth in this report are the frequency distributions for each question in the survey instrument for all respondents. The only statistics provided are descriptive in character - namely, means and associated standard deviations.
During the fall of 1998, scientists from the Midcontinent Ecological Science Center (MESC) of the U.S. Geological Survey (USGS) a?? sent a survey by mail to residents in southwest Colorado and northwest New Mexico to better understand quality of life issues in this area of the Colorado Plateau. Collaborators in this study included the Bureau of Land Management and U.S. Forest Service offices located in Durango, Colorado. The information was collected to determine: *what elements of the community and surrounding landscapes contribute to the quality of like among resident populations, and *what critical areas, elements, and special places are essential to retain quality of life.

Abstract It is sometimes suggested that land managers could better communicate with the general public by relying on people who are active in community affairs to frame the message. By comparing responses from the ‘attentive’ and general public on the Colorado Plateau in the USA, this study investigated the expected effects of using recreation access fees or road closures to manage recreation on public lands. Although neither the attentive nor general public strongly anticipated benefits from the two management options, the attentive public was more likely than the general public to report positive expectations. Those more likely to expect fewer benefits from the management options do so because of factors that are outside the influence of managers (e.g., socio-demographics and value orientation). The results point out challenges for building public support through mobilizing the attentive public to develop a positive management atmosphere with fees and road closures.
