The article is devoted to an acute issue of regional governance -the development of tourism appeal of Russian territories.The article discusses the concept of "tourism appeal", substantiates the author's viewpoint in relation to its content.The research methods by the author include document analysis and the sociological survey of experts (heads of local authorities).Statistical and sociological data served as the basis for determining the specifics and problems of tourism development in the Russian Federation reflected in the objective and subjective indicators of tourism infrastructure performance.The article determines the malfunctions of modern management practices in tourism development in the Russian Federation; it also reveals the main problems related to the implementation of program-target management methods in modern government and regional policy.The authors make a conclusion that the implementation of program-target methods of development of the tourism appeal of territories is associated with a number of drawbacks that limit their effectiveness; they distinguish the following main problems that emerge in
Tourism is one of the most important ways influencing social and economic land use development. Tourism industry development has multiplicative effect and helps to advance different business areas, such as tourism companies’ services, hospitality facilities, transportation, trading and catering, souvenir manufacturing, folk craft and art production, agriculture, building and construction. Thereby tourism development is very important for society and government in total as well as for regional and municipal units in particular. Modern Russian reality makes tourism industry development one of the most important government social and economic goals. Russian Federation has enormous resources to advance the tourism sphere. Most territories could become recreation and tourism areas. However, tourism development in Russia is currently being restrained by different social and economical problems such as tourism infrastructure underdevelopment, tourism services quality and prices incompatibility, lack of science-based strategy of creating positive country image, local budgets deficit, low level of tourism services differentiation, lack of professionals involved in tourism industry. According to the authors, these problems solution lays in using cluster approach in tourism. Introduction of such modern method as tourism cluster makes it possible to develop every type of tourism, provide differentiated services and solve some of social and economic problems currently existing on some of Russian territories
The article presents the analysis of problems in modern tourism infrastructure in Russia. The results of the research show the limitations in attracting the tourist flow: underdeveloped tourism infrastructure, unsatisfactory condition of transport infrastructure, low quality of resort services, etc. The most effective mechanisms for modernizing objects of tourist attraction are sponsorship, patronage and public-private partnership. According to the representatives of local authorities, one of the prioritized ways of solving the problems is public-private partnership. Collaboration between local authorities and the entrepreneurship community will not only attract financial resources into the sector but will also allow the realization of joint projects for developing tourism infrastructure and tourism potential. As a result, the tourism industry developed in the framework of public-private partnership will become the most important means of activating Russian tourism potential and guaranteeing preservation, restoration and development of monuments of cultural and historical heritage, natural and recreational resources.
Исследовано влияние санкций стран Запада на пищевую промышленность регионов России и оценены перспективы развития отрасли в сложившихся обстоятельствах. Рассмотрены как отрицательные эффекты экономической блокады России, так и положительные стороны этого явления, в том числе в региональном разрезе. Проанализированы собственники крупнейших компаний пищепрома, основные регионы их присутствия и влияние иностранных корпораций на современную ситуацию в пищевой промышленности. Критически важным элементом статьи является замечание о подавляющем присутствии транснациональных корпораций среди крупнейших производителей продуктов питания в России, что ставит под угрозу стабильность работы пищевой промышленности, в первую очередь – предприятий Московской области. Также тематика статьи сфокусирована на очевидной проблематике санкций: возможных ограничениях в поставках импортного оборудования и сырьевых продуктов, в частности – пальмового масла, что ограничивает возможности стабильной работы предприятий ряда отраслей и регионов страны. В противовес отрицательным сторонам также даётся оценка положительным эффектам санкционной политики для пищевой промышленности страны, в том числе в региональном разрезе.
The article deals with social partnership as a system of relationships in which the three sectors, the government,
business and society, act as the subjects of partnerships while a set of social problems serves as the object. To
date, the social and economic premises for the development of social partnership between business and
government in the Russian Federation, particularly at the municipal level, have not been fully explored, since the
social welfare of both the regions and the country as a whole depends on sustainable social and economic
development of municipalities. The scientific and practical significance lies in analyzing and identifying key issues
that restrict the development of social partnership at the municipal level in the current conditions. On the basis of
the analysis, the authors note the prevailing objective contradiction between the municipalities’ need for private
investment funds and lack of them. This problem suggests that in today's market conditions more flexible
mechanisms for attracting business to solve local issues have to be used. The paper summarizes the current
practices for implementing public-private partnership projects and identifies priority ones. The research concludes
that more active implementation of the partnership approach is needed to address the problems of local
governments. This will help create new opportunities for social development through capabilities of each sector
and new ways of their application.
