Extremely tight thermal control property degradation allowances on the vapor-deposited, gold-coated IEC baffle surface, made necessary by the cryogenic JWST Observatory operations, dictate tight contamination requirements on adjacent surfaces. Theoretical degradation in emittance with contaminant thickness was calculated. Maximum allowable source outgassing rates were calculated using worst case view factors from source to baffle surface. Tight requirements pushed the team to change the design of the adjacent surfaces to minimize the outgassing sources.

The James Webb Space Telescope Mission

Twenty-six years ago a small committee report, building on earlier studies, expounded a compelling and poetic vision for the future of astronomy, calling for an infrared-optimized space telescope with an aperture of at least $4m$. With the support of their governments in the US, Europe, and Canada, 20,000 people realized that vision as the $6.5m$ James Webb Space Telescope. A generation of astronomers will celebrate their accomplishments for the life of the mission, potentially as long as 20 years, and beyond. This report and the scientific discoveries that follow are extended thank-you notes to the 20,000 team members. The telescope is working perfectly, with much better image quality than expected. In this and accompanying papers, we give a brief history, describe the observatory, outline its objectives and current observing program, and discuss the inventions and people who made it possible. We cite detailed reports on the design and the measured performance on orbit.

District level planning—a case study for the Panchmahals district using remote sensing and Geographic Information System techniques

Abstract A study for District Level Planning was carried out in the Panchmahals district, Gujarat, using the concepts of the Composite Land Development Unit (CLDU) and the Service Centre Hierarchy (SCH) for natural and socioeconomic resources, respectively. The CLDU map was derived from slope, soil, ground water prospect and land-use information using GIS techniques. Alternate land-use sites for grassland, horticulture, afforestation were recommended based upon the soil-slope conditions of the CLDUs. Priority sub-watersheds in the district were identified for soil conservation measures. Analysis on SCH was based upon composite amenity index (AI).

Aggregation of Constrained Crowd Opinions for Urban Planning

Collective decision making is often a customary action taken in government crowdsourcing. Through ensemble of opinions (popularly known as judgment analysis), governments can satisfy majority of the people who provided opinions. This has various real-world applications like urban planning or participatory budgeting that require setting up {\em facilities} based on the opinions of citizens. Recently, there is an emerging interest in performing judgment analysis on opinions that are constrained. We consider a new dimension of this problem that accommodate background constraints in the problem of judgment analysis, which ensures the collection of more responsible opinions. The background constraints refer to the restrictions (with respect to the existing infrastructure) to be taken care of while performing the consensus of opinions. In this paper, we address the said kind of problems with efficient unsupervised approaches of learning suitably modified to cater to the constraints of urban planning. We demonstrate the effectiveness of this approach in various scenarios where the opinions are taken for setting up ATM counters and sewage lines. Our main contributions encompass a novel approach of collecting data for smart city planning (in the presence of constraints), development of methods for opinion aggregation in various formats. As a whole, we present a new dimension of judgment analysis by adding background constraints to the problem.

Delineation of Groundwater Potential Zones in Rajkot Tehsil, Gujarat, Using Remote Sensing and GIS Techniques

A Precious natural asset and prime natural resource for the basic need for a human is water. Groundwater which is commonly available as freshwater sources beneath the earth's surface is widely used in many parts of the world for domestic and agricultural activities. In this present work, the groundwater potential zone identification is done by using remote sensing and GIS. The thematic maps like soil, rainfall, drainage, DEM and land use land cover map has been used. The groundwater potential zone map is generated by assigning weightage to various thematic maps using weighted overlay analysis and the groundwater prospective zone of the study area was classified into 5 categories viz., very poor, poor, good, very good and excellent. The result depicts the groundwater potential zones in the study area and found to be helpful in better planning and management of groundwater resources.

This paper will continue from Part 1 of JWST contamination control implementation. In addition to optics, instruments, and thermal vacuum testing, JWST also requires contamination control for a spacecraft that must be vented carefully in order to maintain solar array and thermal radiator thermal properties; a tennis court-sized sunshield made with 1-2 mil Kapton™ layers that must be manufactured and maintained clean; an observatory that must be integrated, stowed and transported to South America; and a rocket that typically launches commercial payloads without contamination sensitivity. An overview of plans developed to implement contamination control for the JWST spacecraft, sunshield, observatory and launch vehicle will be presented.
