Introduction. Consider the system of organization and implementation of risk management in the building enterprise. The introduction and management of risks in an industrial enterprise is an actual problem due to the occurrence of the following list of factors: incomplete information, elements of randomness, unpredictability of actions of a partner or competitor, among others. Risk management is a process that must begin at the development stage of a industrial company’s strategy, and necessarily with the participation of its owners, since it is the owners who, when developing a strategy, should determine the maximum level of total risk that the industry company will be ready to accept in the course of its activities. Risk management in industrial enterprises should be implemented within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production organizations, as well as using risk management tools. Materials and methods. The methodology of the continuous risk management process was used to study the industry organization and implementation of risk management, and systems analysis, modeling and synthesis methods were used. Results. It was determined that the creation of a risk management department is appropriate for effective risk management at the industry enterprise. The main responsibilities of this unit, including for staff and other users (including employees, consultants and contractors), in order to successfully implement the management strategy, require unconditional implementation to minimize risks and eliminate costs in implementing risk management. It was revealed that as a result of introducing risk management in industry enterprises of various industries, a set of measures should be developed to evaluate the operational risks of an enterprise, integral risk, quantitative assessment of which is based on a comprehensive analysis of financial and accounting reports, and conducting an integrated risk assessment based on all levels of responsibility within the industrial enterprise. Conclusions. Risk management at industrial enterprises should be carried out within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production industrial organizations, as well as using risk management tools.
Abstract The main issue of the research is the problem of improving the quality of organization and management of educational activities in Russian Universities within the framework of the state youth policy. As part of the comprehensive and effective development of territories, it is necessary to fulfill the requirements to ensure the development of civil initiatives and high moral qualities of future specialists. Taking into account not only national but also international standards, educational activities in Russian Universities are becoming a priority for the strategic development of education in the country. The aim of the study is to develop a system of criteria for improving the quality of educational activities in Russian Universities within the framework of the state youth policy, the development of civic initiatives and high moral qualities of future specialists. The system of criteria should be multilevel, take into account all stages of interaction. The types and principles of social and educational work in the system of vocational education are considered. The article also contains various forms and methods of education currently implemented in Universities. Summary. The project of Interregional public organization of the League of Higher School Teachers aimed at effective organization of educational work in Universities is presented.
Improving the quality of housing and communal services for the population is impossible without taking into account the risks, improving the management system and servicing the housing stock. Effective management in the housing stock is possible by using a logistics approach, creating professional competition, creating a real system of economic motivation for managing organizations to reduce quantitative risks and improve the quality of services provided.
Abstract The main issue of the study is the problem of increasing control and reducing risks in the housing and communal services industry. In the framework of an integrated and efficient development of the territories must meet the requirements for reforming and modernising the housing and utilities complex (HUC) in the country and ensuring ecological safety, protection of public health and of housing and utilities services for the benefit of present and future generations, and with the aim of improving the quality of life. Taking into account not only national but also international standards, the program of socio-economic development is becoming a priority for both housing and communal services and urban development of the country. The aim of the study is to develop a system of criteria to improve the stability and reliability of the housing and communal services. The system of criteria should take into account all stages of interaction from consumers of utilities to the executors of their provision and management. To effectively implement the modernization of the industry and improve competitiveness, it is necessary to determine the risks and ways to minimize them. The system of monitoring the introduction of energy-saving technologies in the housing and communal services, obtaining economic effect, which is one of the key indicators for potential buyers, needs to be improved. In sum, the proposed system of criteria can be used in the regulatory and technical regulation of housing and communal complex.
As one of the strategic sectors of the Russian economy, the construction industry plays a special role in the economy of the state. The industry is sensitive to a variety of systemic and project-based risks. The construction industry as a whole bears the risk of painful responses to global or local economic conditions such as inflation, constriction of capital, financial system collapse, changes in tax law, etc. Construction managers and engineers can benefit from familiarity with globally tested methodologies of enterprise risk management (ERM) so they can apply these principles and techniques to the companies and projects they manage, as well as contribute to the health of the construction sector and the economy. Research and practice in industries and professions across many developed economies have demonstrated the enhanced effectiveness of experiential, interactive teaching techniques generally, and specifically in the development of risk management insights and skills. This paper will (i) review ERM as a recognized discipline, describing techniques for identifying and quantifying the impact of various categories of risk; (ii) show that ERM is a critical skillset in the Russian construction industry; and (iii) provide illustrations of and theoretical support for various interactive teaching techniques which enhance the development of insights and skills in risk managers and industry leaders. These interactive pedagogical techniques can be effective in either academic settings or within professional training programs.
Abstract The main issue of the study is the problem of risks and changes in the physical parameters of cellular concrete foams. As part of the detailed analysis, it is necessary to comply with the requirements to ensure risk reduction, environmental safety, public health and consistency of any management of physical parameters of foam, as well as to improve the quality of life. The aim of the study is to reduce costs, reduce the marriage of finished products and achieve stable results, technology for the production of foam concrete should know the mechanism and process of obtaining foam. The system of indicators should be tiered, to take into account the multiplicity, stability, dispersion, density, structural mechanical properties, bearing capacity, impact on the change of melt finished mixture, hydrophobization, gidrofilizatsii, the influence of foaming agents on the hydration (setting) of cement. In conclusion, the proposed analysis can be used in the regulatory and technical regulation of technology for the production of foam concrete in construction and production.
This paper shows a project risk management system model allowing enterprises to better identify risks in the sphere of housing and communal services and to manage them throughout the life cycle of the project. It shows the most popular methods of risk probability assessment and tries to indicate the advantages of the robust approach over the traditional methods. Modern development of project management as well as the accumulated knowledge and experience in this field made it possible to integrate project management knowledge into a single system model. Within the framework of this model, standard and robust approaches are applied and expanded for the tasks of project data analysis. The suggested algorithms used to assess the parameters in statistical models allow to obtain reliable estimates. In this study, the classification of risks was determined by the degree of relevance. I conducted an analysis of statistical data, such as requests for maintenance of housing stock of different service lives. The frequency of failures in the work of housing organizations was determined and the probability of accidents was calculated. Taking into account these calculations, the housing stock was graded according to the degree of admissibility of the risk of its maintenance.
