Mobile government (m-government) provides a high potential to facilitate internal work processes, improve the quality of service, and increase performance of organizations in the public sector. However, only a few investigations have been conducted to explore this research area. And we lack of knowledge of evaluating the value and benefits of m-government solutions. In the paper, we identify and analyse the benefits of a mobile government solution for problem and complaint management by adopting the PENG model. Data are collected from case studies of two municipalities in Sweden. We perform thematic analysis of the data. The results reveal two main benefits of the m-government solution. Firstly, it helps the municipalities to enhance their innovative appearance and increase transparency in administration, which result in an improved social image. Secondly, the solution provides a number of benefits that have an impact on the municipalities and citizens. In particular, these benefits include an improved quality of public service, reduced costs and improved democracy. Moreover, we summarize the strengths and weaknesses of the PENG model that arises in the study. This paper contributes knowledge to the research of mobile government and increases the understanding of benefit analysis of mobile solutions for public organizations.
This experimental study (N = 139) examines the role of emotions in climate change risk communication. Drawing on Construal Level Theory, we tested how abstract vs. concrete descriptions of climate threat affect basic and self-conscious emotions and three emotion regulation strategies: changing oneself, repairing the situation and distancing oneself. In a 2 × 2 between subjects factorial design, climate change consequences were described as concrete/abstract and depicted as spatially proximate/distant. Results showed that, as hypothesized, increased self-conscious emotions mediate overall positive effects of abstract description on self-change and repair attempts. Unexpectedly and independent of any emotional process, a concrete description of a spatially distant consequence is shown to directly increase self-change and repair attempts, while it has no such effects when the consequence is spatially proximate. "Concretizing the remote" might refer to a potentially effective strategy for overcoming spatial distance barriers and motivating mitigating behavior.

Fem nyckelord: Revisor, Forvantningsgap, Identitet, Roll, Code of Conduct
Revisorns identitet ar mer komplex och svartolkad inom ramen for studien.

Normative feedback has shown to promote energy conservation, indicating that people are motivated to adjust their energy usage to others. Yet, the effect of social norms is conditional. Adding to past research, we proposed a norm distance effect, hypothesizing that the influential power of social norms increases as others' behavior comes closer to peoples' own behavior. In two experiments, we provided participants with normative information on energy usage through fictive smart phone applications. Results first conceptually replicated the norm alignment effect, showing that participants adjusted their energy usage intentions more when other peoples engaged in the approved rather than the disapproved behavior. In line with our norm distance hypothesis, both experiments found that people are more likely to adjust their behavior intentions to others as others' behaviors come closer to their own behavior. These experiments contribute to past research on normative influence through smart meters, suggesting that norm distance can refine normative feedback promoting energy conservation.
