Deployment Readiness Framework Subtask 1.2 Outreach Report: Common Themes Among Clean Energy Transition Technical Assistance Projects

Island and remote coastal communities face an uncertain energy future. These communities build, operate, and maintain energy infrastructure in extremely challenging environments and pay the highest prices for electricity and fuels. Moreover, climate change increasingly affects grid reliability, resiliency, and, ultimately, the cost of energy. Marine energy could address many of the challenges faced by island and remote coastal communities, but these communities often have limited resources and capacity to invest in complex energy and coastal resilience issues. The Deployment Readiness Framework (DRF) is being developed to support community-driven energy transitions in these coastal communities and to better understand the readiness of communities for marine energy demonstration and operation. Led by the National Renewable Energy Laboratory and Pacific Northwest National Laboratory, the DRF builds on the Energy Transitions Initiative Partnership Project (ETIPP) supported in part by the U.S. Department of Energy's Water Power Technologies Office. This report details the results from the stakeholder outreach and engagement effort linked to the previously reported literature review.

Climate change's impact on key ecosystem services and the human well‐being they support in the US

Climate change alters the functions of ecological systems. As a result, the provision of ecosystem services and the well‐being of people that rely on these services are being modified. Climate models portend continued warming and more frequent extreme weather events across the US. Such weather‐related disturbances will place a premium on the ecosystem services that people rely on. We discuss some of the observed and anticipated impacts of climate change on ecosystem service provision and livelihoods in the US. We also highlight promising adaptive measures. The challenge will be choosing which adaptive strategies to implement, given limited resources and time. We suggest using dynamic balance sheets or accounts of natural capital and natural assets to prioritize and evaluate national and regional adaptation strategies that involve ecosystem services.

Blending Ecosystem Service and Resilience Perspectives in Planning of Natural Infrastructure: Lessons from the San Francisco Bay Area

Globally, cities face massive environmental and societal challenges such as rapid population growth and climate change. In response, natural infrastructure is increasingly recognized for its potential to enhance resilience and improve human well-being. Here, we examine the role of the ecosystem services and resilience approaches in urban planning, which both aim to sustain the long-term benefits of natural infrastructure in cities. While the two approaches are intertwined and share deep roots in social-ecological systems framing, they confer complementary strengths in practice, which we illustrate with a case study in the San Francisco Bay Area, United States. We show that, at present, the main strength of ecosystem service practice is to provide actionable information, while urban resilience practice supports the development of holistic long-term strategies. We discuss operational limitations of both approaches and suggest that understanding and leveraging their complementary strengths could help bridge the implementation gap between research and practice in urban natural infrastructure planning.

The overarching goal of natural and nature-based approaches is to enhance the resilience of coastal communities to sea-level rise and storms, while maintaining or restoring the multiple benefits of ecosystems for people, now and in the future. Natural approaches to coastal protection include conservation of existing wetlands, coastal forests, dunes, reefs, and other ecosystems that have the ability to attenuate waves, reduce water levels, and trap sediments. Nature-based approaches include restoration of degraded ecosystems and hybrid approaches that combine natural features and traditional structures (e.g., saltmarsh coupled with rock levee). Through buffering shorelines from coastal erosion and flooding, ecosystems have the potential to mitigate the effects of coastal hazards (fig. 14.2), as well as reduce the size and cost of built defenses, such as levees behind marshes.

Advancing the design and management of marine protected areas by quantifying the benefits of coastal ecosystems for communities

Coastal ecosystems and the benefits they provide to people are at risk from a changing climate and increasing human activities. Marine protected areas (MPAs) serve as a widely used conservation tool, and research on MPAs has recently expanded from a traditional focus on ecological outcomes to the inclusion of ecosystem services. However, the extent to which quantitative assessment of ecosystem services has informed MPA design and management remains unclear. In this review, we aim to understand the literature on societal benefits of coastal ecosystems within MPAs. We find that only a third of the papers quantify societal benefits and tend to focus on cultural and provisioning services while neglecting regulating services and health metrics. Furthermore, a subset of habitats (e.g., corals, mangroves) have received the greatest attention. Studies rarely evaluate ecosystem services to inform specific management strategies or options for MPA siting, monitoring, and financing. Our results suggest that comprehensively quantifying social-ecological relationships could help to advance MPA science and practice, fostering coastal resilience.

Density derived estimates of standing crop and net primary production in the giant kelp Macrocystis pyrifera

Assemblages of macroalgae are believe to be among the most productive ecosystems in the world, yet difficulties in obtaining direct estimates of biomass and primary production have led to few macroalgal data sets from which the consequences of long-term change can be assessed. We evaluated the validity of using two easily measured population variables (frond density and plant density) to estimate the more difficult to measure variables of standing crop and net primary production (NPP) in the giant kelp Macrocystis pyrifera off southern California. Standing crop was much more strongly correlated to frond density than to plant density. Frond density data collected in summer were particularly useful for estimating annual NPP, explaining nearly 80% of the variation in the NPP from year to year. Data on frond densities also provided a relatively good estimate of seasonal NPP for the season that the data were collected. In contrast, estimates of seasonal and annual NPP derived from plant density data were less reliable. These results indicate that data on frond density collected at the proper time of year can make assessments of NPP by giant kelp more tractable. They also suggest that other easily measured variables that are strongly correlated with standing crop, such as surface canopy area, might serve as similarly useful proxies of NPP.
