Injuries, arthritis, and hearing impairment: A case study of chronic health problems among western coal miners

Abstract Coal mining has been, and continues to be, a hazardous occupation with some of the highest rates of death and injury. The authors conducted a study of former and current coal miners from the western United States to identify the prevalence of acute injuries as well as arthritis and hearing impairment. Of the 102 randomly selected miners, 69 (67.6%) had experienced one or more injuries during their mining careers, with back injuries the most often identified. Thirty‐eight (37.3%) reported currently suffering health‐related quality of life effects from one or more injuries, including pain and activity restrictions. Forty‐four (43.1%) identified arthritis and 60 (58.8%) reported hearing impairment. These results were higher than national data for the general population of the United States when controlling for age. Based upon respondent‐reported health status, the miners identified themselves as being in poorer overall health compared with national data and a control group from the same study area. The need for longitudinal studies of chronic health conditions among miners is recommended, and prevention and treatment policy concerns are discussed. Austin Community College District's P-16 Initiative Graduates America

Austin Community College (ACC) District's P-16 Initiative supports partnerships with 30 school districts—reaching traditionally underserved students and bridging the gap between high school and college—so more Texas students can reach their educational goals. The P-16 Initiative is a constellation of efforts designed to provide broad-based student outreach in this diverse community. The P-16 Initiative can be divided into four categories: (a) College in the High Schools, (b) Bridge to College, (c) Community Outreach, and (d) College Success. The effect of the P-16 Initiative has been increased enrollment at ACC, particularly in the minority enrollments so important to the future of Texas. Another effect is the recognition by the community that ACC is a committed, service-oriented partner with student success as its primary goal.

American Indian Uranium Millworkers:

A case study of 81 American Indian uranium millworkers who worked during the 1950s and 1960s was conducted to determine the perceived effects of occupational exposure from uranium mill processing. Many respondents reported health problems felt to be associated with the millwork. The most frequently identified physical problems were respiratory problems and rashes. Anxiety and depression were the most often identified emotional problems. Policy implications related to these findings are discussed.

Network Analysis as a Method for Understanding the Dynamics of Natural Resource Management in Rural Communities

This article presents a methodological approach to identifying local social networks and discusses how these networks may be drawn upon to build consensus or acceptance of natural resource management plans. The article also presents a method for identifying local network structures, including quantitative analysis of the influence of these structures on community behavior. Network analysis provides additional information collected from community surveys and public meetings. Use of this method can help scientists and natural resource managers develop plans that incorporate an array of social cliques within a natural resource management area.

A Social Relationship Response to a Proposed Coal-Fired Power Plant: Network Theory and Community Change

Local community collective action has been identified as a key ingredient in community response to change. Network theorists suggest that the social network structure of a community impacts local capacity to adapt to change. This paper summarizes network theory and then draws upon a case study of a Western community where a proposed coal-fired power plant has created conflict over the environmental, aesthetic, economic, and quality-of-life implications of the proposed development. Within this context we examine empirically the influence of social network structure on positions taken by local leaders in supporting or opposing the proposed energy plant. The findings illustrate that perceptions of economic development and its impact on the environment as well as network structure influence the positions taken toward the proposed coal-fired plant in the community.

Public Health Issues Concerning American Indian and Non-Indian Uranium Millworkers

Abstract An exploratory study of 170 former American Indian (83) and non-Indian (87) uranium millworkers who worked in six mills was conducted in the southwestern United States. It was found that over 80 percent of the former millworkers felt they were not informed about the hazards of radiation during their employment and a majority reported respiratory diseases or symptoms. Study findings include a comparison of Indian and non-Indian perceptions of mill working conditions and self-reported health histories. The Indians have not been studied previously as a distinct group and, given their low smoking incidence, an epidemiologic study is warranted. Issues related to adequate diagnoses of workers' health problems are presented.

Congress enacted the Radiation Exposure Compensation Act (RECA) in 1990 and amended it in 2000. Included for compensation were underground uranium miners who developed health problems related to radiation exposures. Neither the 1990 Act nor the 2000 Amendments covered post-1971 workers. In this article, we will examine regulatory history and scientific evidence used for the passage of RECA for the pre-1972 miners and will present evidence supporting the inclusion of the post-1971 workers.

Social Assessment Indicators in Water Resource Development

At present, the field of social impact assessment for water resources development contains a proliferation of often divergent listings of indicators for social well-being. One of the major reasons for this is that underlying assumptions concerning the nature of social well-being and its measurement are usually left implicit. This article identifies seven issues and problems relating to SIAs that have contributed to these differing approaches. The seven issues and problems covered are: (1) levels of causation; (2) objective versus subjective conceptualization and measurement; (3) projective versus evaluative assessment; (4) economic versus social and psychological models of motivation; (5) equating microlevel components with macrolevel data; (6) homogeneous versus pluralistic views of American society; and (7) specific phasing. Priorities for future research are also suggested with respect to these issues.
