The Development and Characteristics of German Social Security System

The establishment and development of the social security system of Germany has experienced the following distinctive phases.The promulgation of German Social Insurance Law laid the foundation of the social security system between the late 19th century and the early 20th century.During 1920s-1930s,German social security system was managed by fascist dictatorship,at the same time,it was still in the state of remarkable development.After the Second World War,German social security system developed rapidly,and had a tendency towards welfare state.The development of German social security system is closely related to and correspondent to the development of society and economy.The development of German social security system shows a tendency of reunification,and is impacted by the theory of intervention by the State significantly,and has always followed the basic principle of common responsibility.

Calculation and Analysis of Individual Account Payment Period of the New Rural Old-Age Insurance System

The design of individual account payment period of the New Rural Old-age Insurance System can affect the rights and interests of rural residents.This study establishes a calculation model for the individual account payment period of the New Rural Old-age Insurance System,the results of the study indicate that the statutory individual account payment period is not reasonable.The adjustment of individual account payment period can be done by following the principle of individual account payment period consistent with average life expectancy;and such a way of adjustment should be taken that different individual account payment period should be designed according to gender differences.

Happiness Effect of the Social Security Participation in Urban and Rural China: An Empirical Analysis Based on CGSS 2015 Data

Based on the Chinese General Social Survey (CGSS) 2015 and the ordered logit regression analysis, this study empirically estimates the happiness effect of the social security participation in urban and rural China.The results are as follows: (1) Social security participation has a significant impact on improving the subjective sense of happiness of the residents, the more the benefits they enjoy, the happier they feel.(2) The happiness effect of the social security participation on rural households is greater than that of the urban households, and the former can get more enjoyment from the social security system.(3) The happiness impact of the medical insurance participation is greater than that of the endowment insurance, and the relationship between the endowment insurance participation and the residents' happiness is not significant.Overall, the relationship between the social security participation and the happiness of urban and rural residents can provide a reference for the construction of the social security system in contemporary China.

From Gender Neutralism to Gender Discrimination:The gender benefit difference between pay-as-you-go and fund-based pension

Along with the change of fund raising method of pension,gender benefit in pension allowance has also changed.The transition from pay-as-you-go to fund-based system often results in transition from gender neutralism to gender discrimination.Therefore,the inequality should be minimized in system design,the government should maximize social equity through policy adjustment,providing reasonable and effective protect for women.

The home care service is the core and basement of the social care service system,but there exists some misunderstanding.The theoretical basements of its perfection are theories of the suitable universal welfare,the equality of basic public service and pluralism of welfare.The transformation from organization to home care service and its supporting policies in other countries give the experience basement for its perfection.We should respect the selection of the aged,guarantee their living level and recognize the common responsibility among the family,society and government.The basic position of self help,the home care service,the helpful position of communities and apartments and the support of government and societies are its rational principles.We must define correctly the basic relation and suitable ways of the home care service,establish government supporting policies and improve the basic condition.

A Comparison Contrast between the Three Welfare Thoughts in the 20~(th) Century

On the basis of the introduction of backgrounds and influence of the three welfare thoughts-Social democracy,Neo-conservatism and The Third Way in 20th century,this article makes a comparison of the three thoughts from two angles: one is from the welfare principles which includes equity,coersion and popularity,the other is the system design,which includes the sharing of burden between the state and individual and the role of the government and market.

The aging problem of the Baby Boom Generation will bring great pressure on American government.In order to deal with this issue,the American government has reformed the insurance policy,including the multi-oriented insurance system,to build the social security fund,to increase the tax of social security salary,to restrain early retirement,and quicken the procedure of privatization of pension,etc.The American insurance policy takes precautions,aiming at the long-term development,making use of the predominance,and paying attention to the involvement of the social public,which are the guarantees of the success of the US insurance policy.

The crux of the establishment of the adjustment system of the normal standard of the citizen minimum life security is to change of the opinion of the poverty problems and the building of sense of the minimum life security.In the Meantime,we must follow some principles,the connecting between the macro-coordinating and the micro-coordinating;the connecting between the minimum survivorship security and the normal life security;the connecting between the normal life assistance and the training of the wage-accepting ability;the connecting between the normal active adjusting and dynamic timely adjusting;the connecting between the normal raising system and the dynamic allowance system.The making of the system environment is the basement of the establishment of the adjustment system of the normal standard of the citizen minimum life security.We should establish the law and the rules,the system of the collecting and granting fund,the investigating of the family earnest and the administration of the acceptor of the minimum life security,the information system and the administration of the archive of the minimum life security.

Based on the social function theory of social security system,the paper expounds the indispensability of a rational social security system in the process of building a harmonious society in such aspects as mainly covers social security system,development path and level indicators through study on the literature.The system of such social security should be an intercoordination of content,structure and hierarchy system,the development path should strike a balance between uniformity and difference,the level indicators should be comprehensive and systematic ones,while the basic object should be consistence of political,economic,social and moral objects.
